Transfer / salaries: The Moroccan Fédé puts pressure on the clubs
The Royal Moroccan Football Federation has made changes to its statutes to make them more in line with the current situation. During its Ordinary General Assembly (AGO), the body approved the modifications of several regulatory texts, in particular the regulation of the status of the player, the disciplinary code and the regulations of the competitions.
In Morocco, disputes between players / coaches and clubs are legion. According to the latest figures available, more than 370 new disputes had landed in the Dispute Resolution Chamber of the FRMF, during the second half of 2019 alone. An exorbitant figure! The Kingdom remains one of the countries most affected by this black spot in football. At its last AGO, the Fédé therefore made changes that will prevent the explosion in the number of disputes, but above all to put a little more pressure on the clubs to clarify their transfers and honor their financial commitments. -to the players.
Transfer, salaries … what will change
First important point, the transfer of players will be done electronically. Any movement will therefore be recorded online. An improvement that was claimed by player agents. “ I think that the systematic presence for each signature of a professional contract by a Moroccan intermediary would make things easier. Just like the possibility for everyone to be able to access a site dedicated to all pro club contracts, for total transparency , ” confides SNA Julien Poujol, agent approved by the Fédé.
The authority has also banned relay transfer. “ No club or player can be involved in a relay transfer” . This type of transfer aims to circumvent the regulations or applicable law and / or defraud any person or entity, FIFA explains.
Regarding the payment of salaries, the Fédé has also made an improvement which will be beneficial to players who are often injured during conflicts. “If a club were to find itself illegal by not paying at least two monthly salaries to the player on the dates specified, the latter would then be considered as entitled to terminate his contract.” But small precision all the same, it will be necessary that the concerned carry out a formal notice to the club in writing and give him a minimum period of 15 days to settle the invoice.
The amendments relating to financial disputes between teams and players or coaches also require a delay for the clubs to respect their commitments. On this subject, the Fédé indicates that any club which has not paid the debts of a player or technical executives within 45 days ” will be prohibited from concluding contracts “ . In other words, no recruitment will be allowed. The maximum total duration of this registration ban is three “ full and consecutive ” transfer periods . This is not all, because the Fédé can also take sports sanctions against the club concerned.
VAR
Another new point, bad behavior about VAR. The teams are exposed to sanctions in the event of prevention or refusal to use VAR technology during matches. The sanction can range from a match lost by penalty to a fine of 25,000 euros (16 million FCFA). In the event of deterioration of material, the club will be deprived of a point of the general classification and the author could be suspended for two years. The respondent will also have to repair the damage (2,000 euros, 1.3 million FCFA).
