Uganda Law Society demands probe into beheading of ex-Rwanda military officer.

Uganda Law Society (ULS) has called for urgent and impartial investigations into the brutal murder of Robert Kabera, a former member of the Rwanda Defence Force (RDF), whose beheaded body was discovered in Luwala village, on the outskirts of Kampala, on October 17.

In a statement issued on Wednesday, ULS expressed deep concern over the circumstances surrounding Kabera’s death, warning that the killing could heighten fears among Rwandan refugees and other individuals living in Uganda who may face threats because of their real or perceived political opinions.

“The circumstances surrounding his death demand urgent attention. Kabera’s death must not become another unresolved killing. His family deserves answers, and the public deserves assurance that the law will be applied without fear, favour or prejudice,” the Society urged.

The Society emphasised that the protection of life and personal security is a fundamental state obligation, adding that Uganda must remain a haven for people fleeing threats, intimidation and persecution.

“Refugee status must not leave individuals exposed to threats to their lives,” the Society added, stressing that those seeking safety in Uganda should not fear being targeted with impunity.

As such, ULS urged authorities to assess the security needs of refugees and asylum seekers facing credible threats and take appropriate measures to prevent further attacks.

Additionally, the Society called on Uganda to uphold its international and regional obligations concerning refugee protection.

The lawyers’ union also warned that Kabera’s death must not become another unresolved killing, noting that his family deserves answers and the public deserves assurance that justice will be pursued without fear, favour or prejudice.

“The Uganda Law Society will continue to monitor the situation and advocate for the protection of human rights, the rule of law and the safety of all persons within Uganda’s borders,” the Society stated.
