Nigeria, Germany agree to deepen business, trade ties

Europe’s economy is under pressure from what it calls unfair Chinese trade practices, while Russia’s full-scale invasion of Ukraine drags into its fifth year

Germany’s foreign minister wrapped up a two-day visit to Nigeria Wednesday as Berlin moves to deepen business opportunities across Africa amid a more isolationist United States and geo-political pressure from Russia and China.

JohannĀ WadephulĀ calledĀ forĀ “strengtheningĀ tradeĀ andĀ investment”Ā atĀ aĀ meetingĀ withĀ hisĀ counterpartĀ BiancaĀ Odumegwu-OjukwuĀ inĀ Abuja,Ā havingĀ spentĀ TuesdayĀ inĀ theĀ economicĀ capital,Ā Lagos.

ClaudiaĀ Roth,Ā aĀ GreenĀ partyĀ memberĀ ofĀ parliamentĀ accompanyingĀ Wadephul,Ā toldĀ AFPĀ “inĀ thisĀ worldĀ IĀ thinkĀ desperately,Ā weĀ needĀ newĀ partners…Ā againstĀ theĀ warlordsĀ inĀ politics,Ā againstĀ theseĀ TrumpsĀ andĀ PutinsĀ andĀ Xis.”

DiplomaticĀ andĀ tradeĀ tensionsĀ haveĀ flaredĀ betweenĀ theĀ UnitedĀ StatesĀ andĀ EuropeĀ asĀ USĀ PresidentĀ DonaldĀ TrumpĀ hasĀ upendedĀ globalĀ tradeĀ policyĀ andĀ threatenedĀ theĀ stabilityĀ ofĀ theĀ NATOĀ militaryĀ alliance.

Europe’sĀ economyĀ isĀ underĀ pressureĀ fromĀ whatĀ itĀ callsĀ unfairĀ ChineseĀ tradeĀ practices,Ā whileĀ Russia’sĀ full-scaleĀ invasionĀ ofĀ UkraineĀ dragsĀ intoĀ itsĀ fifthĀ year.

ChinaĀ andĀ RussiaĀ haveĀ alsoĀ carvedĀ outĀ economicĀ andĀ securityĀ ties,Ā respectively,Ā inĀ Africa.

ButĀ Wadephul,Ā onĀ hisĀ thirdĀ tripĀ toĀ AfricaĀ thisĀ year,Ā saidĀ “theĀ potentialĀ ofĀ ourĀ economicĀ partnershipĀ isĀ farĀ fromĀ exhausted”Ā inĀ Nigeria,Ā “particularlyĀ inĀ informationĀ technologyĀ andĀ theĀ vibrantĀ start-upĀ sector”.

BilateralĀ tradeĀ grewĀ byĀ aroundĀ 10Ā percentĀ lastĀ year,Ā heĀ said.

ThatĀ comesĀ asĀ PresidentĀ BolaĀ TinubuĀ hasĀ engagedĀ inĀ aĀ raftĀ ofĀ reforms,Ā hailedĀ byĀ economistsĀ andĀ investors,Ā includingĀ liberalisingĀ theĀ nairaĀ currencyĀ exchangeĀ rate,Ā overhaulingĀ theĀ taxĀ codeĀ andĀ removingĀ aĀ costlyĀ fuelĀ subsidy.

Wadephul named “critical raw materials, renewable energy and the pharmaceutical industry” as areas for potential growth.

DwindlingĀ foreignĀ aidĀ &Ā TheĀ GermanĀ foreignĀ ministerĀ alsoĀ commendedĀ NigeriaĀ —Ā whichĀ hasĀ beenĀ fightingĀ aĀ jihadistĀ insurgencyĀ concentratedĀ inĀ itsĀ northeastĀ sinceĀ 2009Ā —Ā forĀ standingĀ onĀ “theĀ frontĀ lineĀ inĀ theĀ fightĀ againstĀ terrorismĀ andĀ violentĀ extremism”.

HeĀ warnedĀ ofĀ aĀ “spillover”Ā ofĀ fightingĀ fromĀ separateĀ insurgenciesĀ inĀ theĀ neighbouringĀ Sahel.

Wadephul’sĀ promiseĀ ofĀ continuedĀ securityĀ andĀ humanitarianĀ cooperation,Ā however,Ā comesĀ asĀ Germany’sĀ foreignĀ aidĀ budgetĀ hasĀ beenĀ cutĀ repeatedly.

WhileĀ theĀ UnitedĀ StatesĀ hasĀ comeĀ underĀ scrutinyĀ forĀ dismantlingĀ itsĀ mainĀ aidĀ organ,Ā USAID,Ā thereĀ hasĀ alsoĀ beenĀ aĀ broaderĀ WesternĀ retreatĀ fromĀ foreignĀ assistanceĀ inĀ recentĀ years.

Tinubu’sĀ economicĀ reforms,Ā meanwhile,Ā haveĀ sparkedĀ frustrationsĀ domesticallyĀ afterĀ theyĀ causedĀ crushingĀ inflationĀ inĀ theĀ shortĀ term.

Roth,Ā theĀ GreenĀ lawmaker,Ā saidĀ thatĀ humanitarianĀ aidĀ wouldĀ remainĀ onĀ theĀ agenda.

Mauritania,Ā whereĀ theĀ GermanĀ delegationĀ stoppedĀ Monday,Ā “desperatelyĀ needsĀ it”,Ā sheĀ said,Ā citingĀ hundredsĀ ofĀ thousandsĀ ofĀ refugeesĀ whoĀ haveĀ arrivedĀ fromĀ neighbouringĀ MaliĀ “becauseĀ theĀ situationĀ inĀ theĀ SahelĀ isĀ soĀ dangerous”.

GermanyĀ wouldĀ alsoĀ pursueĀ “partnershipsĀ onĀ aĀ differentĀ level”Ā acrossĀ Africa,Ā sheĀ said.

“WeĀ areĀ notĀ comingĀ fromĀ theĀ northĀ andĀ educatingĀ people,Ā butĀ weĀ areĀ comingĀ andĀ saying…Ā ‘weĀ doĀ notĀ knowĀ anythingĀ better,Ā weĀ haveĀ toĀ learnĀ fromĀ you’,”Ā sheĀ toldĀ AFP.

“EuropeĀ isĀ quiteĀ fragile,Ā soĀ weĀ needĀ aĀ strongĀ partnership.”

Wadephul’sĀ three-countryĀ tourĀ endsĀ inĀ SouthĀ AfricaĀ onĀ Thursday.
