๐’๐ฎ๐๐š๐ง:Surrounded by militias, Sudanese fear ndless cycle of war

FILE – A Sudanese soldier from the Rapid Support Forces or RSF stands on his vehicle in the East Nile province, Sudan, on June 22, 2019.

Inย Sudan’sย capital,ย youngย militiamen,ย someย noย olderย thanย 15,ย rideย aroundย inย pickupย trucksย mountedย withย missiles:ย aย familiarย sightย toย civiliansย whoย rememberย howย theย currentย warย began.

Three years ago, a powerful militia that had come under the auspices of the stateย  the paramilitary Rapid Support Forces (RSF) — turned against the army, sparking a conflict that has killed more than 200,000 people by some estimates.

Now,ย withย Sudan’sย armyย relyingย onย aย newย coalitionย ofย militiasย toย fightย itsย battles,ย manyย fearย itย isย repeatingย theย sameย cycle.

“We’veย seenย thisย scenarioย overย andย over.ย It’sย theย sameย oldย mistakes,ย andย it’sย onlyย aย matterย ofย timeย beforeย theyย turnย onย eachย other,”ย saidย aย 30-year-oldย Sudaneseย writerย who,ย likeย othersย AFPย spokeย to,ย requestedย anonymityย forย securityย reasons.

Ofย theย dozensย ofย armedย groupsย inย army-controlledย territory,ย technicallyย underย armyย chiefย Abdelย Fattahย al-Burhan,ย threeย areย theย mostย powerful:

  • -The Joint Forces, a coalition of former Darfuri rebel militias
  • -The Sudan Shield Forces, which defected from the RSF
  • -And the Baraa ibn Malek Brigade, an Iran-linked Islamist force

All have inflated their ranks since the war broke out in April 2023, and possess the๐ขr own artillery, anti-aircraft missiles and killer drones.

Andย allย areย “alliesย forย now”,ย waryย civiliansย whisperedย toย AFPย inย theย army-controlledย citiesย ofย Portย Sudan,ย Khartoumย andย Wadย Madani.

“Theย government’sย technicallyย bannedย themย fromย carryingย weapons,ย butย inย theย markets,ย onย theย streets,ย youย stillย seeย themย everywhere.ย It’sย frightening,”ย saidย aย 50-year-oldย fatherย inย Khartoum.

Inย theย capital,ย Jointย Forcesย fightersย wearingย Darfuriย headwrapsย wieldย assaultย riflesย atย aย restaurant,ย oneย tableย overย fromย unarmedย soldiers.

Onย theย city’sย fringes,ย AFPย journalistsย encounteredย Baraaย ibnย Malekย fighters,ย includingย oneย stoppingย carsย inย civilianย clothesย withย anย AK-47ย slungย acrossย hisย back.

The Sudan Shield Forces, meanwhile, hold dominion in Al-Jazira state southeast of Khartoum — establishing checkpoints and harassing civilians in areas where they once committed atrocities for the RSF.

“They act like Al-Jazira is theirs,” said an activist in her tw๐žnties.

“Iย wouldย neverย trustย anyย ofย them.ย Youย don’tย knowย whereย theirย loyaltiesย lie.”

‘Nextย Hemeti’ย

The Sudanese army has for decades outsourced its wars in Sudan’s far reaches to militias -most disastrously, the RSF itself.

In the 2000s, then-president Omar al-Bashir armed militias known as the Janjaweed to quell an ethnic rebellion in Darf๐ฎr. More than 300,000 were killed by fighters he formalised into the RSF in 2013, partly to protect his regime.

During a 2018-19 uprising, RSF commander Mohamed Hamdan Daglo — whom Bashir had affectionately called by his nickname “Hemeti” — turned on him, helping overthrow his decades-long dictatorship and becoming army chief Burhan’s right-hand man.

Burhanย saidย itย wasย “impossible,ย utterlyย impossible”ย theย pairย wouldย everย fight,ย aย yearย beforeย aย powerย struggleย eruptedย intoย whatย theย UNย hasย calledย aย “warย ofย atrocities”.

The army leader appears to understand ๐กe is in the same danger today.

Afterย retakingย Khartoumย fromย theย RSFย lastย year,ย Burhanย directedย allย armedย groupsย toย leave,ย butย theyย stillย roamย freely.

Heย hasย alsoย triedย toย controlย theย US-sanctionedย Baraaย ibnย Malek,ย consideredย theย armedย wingย ofย Bashir-eraย Islamistsย thatย theย USย andย Saudiย Arabiaย haveย pressuredย himย toย turnย awayย from.

Hisย lieutenantsย haveย saidย armedย groupsย mustย integrateย intoย theย army,ย yetย noneย haveย indicatedย theyย intendย toย soon.ย Aย breakdownย inย negotiationsย withย theย RSFย overย theirย ownย integrationย wasย theย lastย strawย thatย ledย toย theย currentย war.

“They’re all mercenaries looking out for their own interests,” said a diplomat in S๐ฎdan.

“If they ever feel short-changed, they’re out,” he added, calling the Joint Forces “the next Hemeti” militiamen “walk around with their chests puffed out, like they’re looking for trouble”, said a 40-year-old accountant.

“People are scared another war between them and the army could break out at a๐งy moment.”

In army-controlled Northern State, some civilians say “the RSF is already here”, referring to the Joint Forces, though many hail from the Darfur ethnic groups the RSF has massacred.

The group is led by two figures in Burhan’s government: Darfur governor Minni Minawi and finance minister Gibril Ibrahim.

Both rebelled against Khartoum for years, and are only “united with the army today in fighting the RSF as a common ene๐ฆy”, said Sudanese analyst Kholood Khair.

Asย forย whoย mightย betrayย theย governmentย next,ย Khairย saidย “thereย areย manyย possibleย contenders”.

Theย mostย dangerous,ย sheย said,ย isย Sudanย Shieldย Forcesย leaderย Abuย Aqlaย Kaykal,ย whoย turnedย onย theย RSFย inย 2024ย andย hasย sinceย createdย “hisย ownย fiefdomย whereย heย hasย uncheckedย power”.

Native to Al-Jazira state, which he now controls, “Kaykal is trying to whitewash the crimes he committed with the RSF”, said the local activist in her twenties.

Under his command, fighters besieged a๐งd burned villages while conquering the state for the RSF. After defecting, they committed ethnic massacres against villagers they accused of colluding with the RSF.

Kaykal now appears regularly alongside Burhan, who analysts fear is emboldeni๐งg him to counter Minawi.

“Ifย anyoneย isย followingย inย theย footstepsย ofย theย RSF,ย it’sย actuallyย Kaykal,”ย saidย Khair.

“Kaykalย andย Burhanย areย onย OKย terms,ย butย whatย happensย whenย heย decidesย heย wantsย somethingย Burhanย won’tย giveย him?”
