US Slaps New Sanctions on Rwanda Army and Zigama – M23 Links – Will Kabila Be Next?
US Treasury hits Rwanda Defence Force and Zigama Credit with new sanctions over M23 support via military, finance, minerals. Less than a year after Kagame-Tshisekedi Washington Peace Accords brokered by Trump. Analysis with Franck Mwine.
US Hits Rwanda Army and Zigama Credit with Fresh Sanctions Over M23 Support – Washington Accords at Risk?
WASHINGTON – The United States has imposed new sanctions on Rwanda, this time targeting the Rwanda Defence Force (RDF) and Zigama Credit and Savings Society, a financial institution closely linked to Rwanda’s security forces.
Washington accuses both institutions of supporting the M23 rebel group fighting in eastern Democratic Republic of Congo through military operations, financial transfers, and trade in minerals from rebel-controlled areas.
Timing: Less than a year after Washington Peace Accords
The sanctions come less than a year after Presidents Paul Kagame of Rwanda and Félix Tshisekedi of DRC signed the Washington Peace Accords, brokered by President Donald Trump, aimed at ending war in eastern Congo and boosting economic cooperation.
US Treasury says the goal is not just to punish Rwanda, but to pressure Kigali to change behavior, especially regarding alleged support to M23 and RDF presence in eastern DRC.
5 Big Questions – Analysis by Franck Mwine:
1. Impact on Kigali?
Sanctions will complicate Rwanda’s military capability and make international banks cautious to transact with Kigali. RDF operations in DRC will be under more scrutiny.
2. Will Zigama and Rwanda’s banking sector be hit?
Zigama is military-linked. Sanctions mean US banks must block transactions. This could freeze Zigama’s dollar transfers, affecting soldiers’ salaries and military procurement. Other Rwandan banks may de-risk, fearing secondary sanctions.
3. Impact on Rwanda’s military capacity and fighting in Congo?
M23 relies on logistics. If Zigama financing is cut, M23 supply lines weaken. But RDF has alternative informal channels – minerals trade via Rwanda.
4. What about FRN and Joseph Kabila? Will sanctions reach Kabila himself?
The new Front pour la Refondation de la Nation (FRN), linked to ex-President Joseph Kabila, is on US radar. Mwine says US is mapping entire M23 support network – Kabila could be next if evidence links him to FRN-M23 coordination.
5. Are Washington Peace Accords still viable?
Accords signed by Kagame and Tshisekedi with Trump as broker. Sanctions are pressure tool to make Kigali comply, not use accords as cover while continuing M23 support. If Kigali doesn’t change, more sanctions coming – potentially targeting individuals close to Kigali.
What Next?
All eyes on Kigali’s response and whether RDF withdraws from eastern DRC. Treasury has signaled more designations if behavior doesn’t change.
