Inside Luwala: How residents found Robert Kabera headless body in eucalyptus plantation, police took 6 hours to arrive, head still missing 11 days later. Exclusive.
LUWALA, MPIGI DISTRICT, UGANDA At 7:15 AM on October 17, 2026, a farmer going to check his eucalyptus trees in Luwala village, Kamengo Sub-county, found what he first thought was a sack of cement.
It was not. It was the headless body of Robert Kabera, 50, former RDF instructor and YouTuber known as Sgt Robert.
EastAfricanReport spoke to two residents who were among the first on the scene. They requested anonymity for security reasons.
WHAT RESIDENTS SAW:
“The body was lying face down. The head was completely cut off. There was not much blood around – it looked like he was killed elsewhere and dumped here,” one resident told us.
“He was building a small house here. Everyone knew him as Afande Robert. He was quiet. He came here three times a week. He had no problem with anyone in Luwala.”
According to locals, Kabera had bought a small plot in Luwala 8 months ago and was constructing a two-room house. He often came alone from Kampala.
6-HOUR DELAY:
Residents say they called the local LC1 chairperson at 7:30 AM. The chairperson called Mpigi Police.
Police arrived at “1:40 PM – more than 6 hours later.”
“By then, many people had gathered. Dogs had come near the body. We tried to chase them. Police did not bring a sniffer dog. They just took photos and left the body there until evening,” a second witness said.
The body was finally taken to “Mpigi Health Center IV” mortuary at 6:15 PM, then transferred to Mulago for forensic examination.
WHY HEAD MATTERS:
Uganda Police spokesperson told EastAfricanReport on Oct 18 that the head had not been recovered. As of today Oct 28, it is still missing.
Forensic experts say beheading and taking the head is often intended to:
1. Delay identification
2. Send a message / intimidation
3. Prevent ritual closure for family
VICTOR AGABA: “My Brother Had No Enemies in Uganda”
Kabera’s younger brother, Victor Agaba, who identified the body by clothing and a scar on the leg, told us: “Robert left Rwanda because he feared for his life. He thought Uganda was safe. He was wrong.”
Agaba says family is still waiting for official forensic results from “Wandegeya Forensic Lab”. Police had promised results in 72 hours. It is now Day 11.
THE HOUSE HE NEVER FINISHED:
At the construction site, 30 meters from where the body was found, there are unfinished walls, bags of cement covered with polythene, and a pair of gumboots.
“He left the gumboots here on Oct 15. He said he would return on Oct 17 to pay the fundi. That is the day his body was found,” the fundi, who asked not to be named, told us.
QUESTIONS POLICE MUST ANSWER:
1. Where was Kabera between Oct 15-17?
2. Why 6-hour delay to reach crime scene 12km from Mpigi town?
3. Where is the murder weapon?
4. Why no arrest 11 days later despite Mpigi being a small community?
“EastAfricanReport” has learned that investigators have taken statements from 7 people in Luwala, but no suspect has been named.
