From Seth Sendashonga to Robert Kabera: The Pattern of Rwandan Exiles Murdered Abroad — What Links Them?

From Sendashonga 1998 Nairobi to Kabera 2026 Mpigi — 5 Rwandan exiles murdered abroad. What killed them, who was behind it, and the unbroken pattern that links Room 905 to Luwala swamp.

From Seth Sendashonga to Robert Kabera: The Pattern of Rwandan Exiles Murdered Abroad — What Links Them?

On October 17, 2026, the beheaded body of Robert Kabera was found in Luwala swamp, Kammengo, Mpigi District, Uganda. Police said his head had been cut off and was not recovered. It was the latest chapter in a dark history spanning 28 years.

From Nairobi to Johannesburg, Maputo to Mpigi, the names change but the pattern remains strikingly similar.

THE LIST: 5 CASES THAT SHOCKED THE REGION

1. Seth Sendashonga — Nairobi, May 16, 1998
Former Rwandan Interior Minister and moderate Hutu leader who resigned in 1995 over killings. He was shot dead in Nairobi alongside his driver. Kenyan police arrested suspects but no one was convicted of ordering the killing. He had been a vocal critic in exile.

2. Patrick Karegeya — Johannesburg, January 1, 2014
Former Director General of External Intelligence (1994-2004) and co-founder of Rwanda National Congress (RNC). Found dead in Room 905 of Michelangelo Towers Hotel, Sandton. South African forensic pathologists concluded cause of death was manual strangulation. Investigators recovered a bloodied towel and rope hidden in the room safe. CCTV showed he had come for a meeting with Appollo Kiririsi Gafarara.

The South African Hawks inquest in 2019 heard evidence suggesting “direct involvement of the Rwandan government.” The RNC accused Kigali of assassination. The Government of Rwanda denied any involvement, calling Karegeya a “self-declared enemy of the state.”

3. Revocant Karemangingo — Maputo, August 2021
Former Rwandan army officer turned businessman in Mozambique. Shot dead in Matola. Mozambican police opened a murder case. No conviction for masterminds.

4. Seif Bamporiki — Cape Town, February 2021
Former RNC coordinator in South Africa. Shot dead in Nyanga. South African police investigated as murder. Family linked it to his political work.

5. Robert Kabera — Mpigi, October 17, 2026
Former RDF Sergeant Major, YouTuber behind “Major Robert TV” (144k subscribers), who fled to Uganda in 2020. Body found beheaded in Mpigi. Uganda Police spokesperson Kituuma Rusoke confirmed: “Head cut off, not recovered, body identified by relatives.” Body taken to Mulago Mortuary. Seven witnesses questioned. No arrest as of October 29. Family said his problems came from home.

WHAT LINKS THEM? THREE COMMON THREADS

A. Insider Knowledge: All held sensitive positions. Sendashonga was Interior Minister. Karegeya headed external intelligence for 10 years. Karemangingo and Kabera were RDF insiders. Analysts say they “knew where skeletons were buried.”

B. Exile and Opposition: All became critics after fleeing. Sendashonga formed Forces de Résistance pour la Démocratie. Karegeya co-founded RNC in 2010 with Gen Kayumba Nyamwasa to remove President Kagame from power. Kabera used YouTube to criticize Kigali.

C. Murder Abroad, No Mastermind Convicted: All were killed outside Rwanda. Investigations in Kenya, South Africa, Mozambique, and Uganda classified cases as murder. In no case has a court convicted the person who ordered the killing.

WHAT POLICE AND HRW SAY

Uganda Police says Kabera investigation is active. South Africa’s Hawks linked Karegeya case to state operatives but the case remains open. Human Rights Watch in 2023 warned Rwandan exiles in Uganda and South Africa were at risk and called for independent investigations.

Rwanda’s government has consistently denied involvement in all cases, saying the deaths were criminal matters or internal disputes among opposition.

THE CONSEQUENCE

The killings have created fear in the East African diaspora. After Karegeya’s murder, South Africa expelled three Rwandan diplomats in 2014. After Kabera’s murder, exiles in Kampala told East African Report they fear moving at night.

The question remains: Is it a pattern or coincidence? For families in Luwala swamp and Room 905, it is not academic.

The case of Robert Kabera remains open. The case of Patrick Karegeya remains open. The pattern remains unbroken.
