UGANDA POLICE PROBE CONTINUES INTO ROBERT KABERA CASE AS REGIONAL DEBATE GROWS

Uganda police have confirmed that investigation into the death of businessman Robert Kabera remains ongoing in Mpigi district, as human rights groups call for transparency and regional analysts monitor implications for Uganda-Rwanda-DRC relations.

THE CASE:

Robert Kabera, a Rwandan national who had been living in exile, was found dead in Mpigi earlier this month. Police say detectives are still gathering evidence and interviewing witnesses. No arrests have been announced and forensic results are still pending. Authorities have urged the public to avoid speculation.

Kabera’s family had previously expressed concerns about his safety. He had left Rwanda in 2020 and was involved in various business activities in the region.

HRW CALLS FOR INDEPENDENT INQUIRY:

Human Rights Watch has called for an independent and transparent inquiry into Kabera’s death.

In a statement, HRW cited concerns over accountability and due process, urging Ugandan authorities to allow independent observers and to publish findings once the investigation is complete.

This call comes three years after HRW’s 2023 report titled “Join Us or Die: Rwanda’s Extraterritorial Repression,” which documented alleged pressures facing Rwandan exiles abroad. Kabera was among individuals whose cases were mentioned in broader discussions at that time. The report did not predict his death, but highlighted risks.

The Government of Rwanda has not issued a statement on Kabera’s case specifically. President Paul Kagame has previously denied involvement in extraterritorial actions.

MUHOOZI X POST SPARKS DEBATE:

Chief of Defence Forces of Uganda, Gen. Muhoozi Kainerugaba, posted on X referencing the case and mentioning the detention of Maj. Gen. Abel Kandiho.

In his post, Gen. Muhoozi suggested an arrest had been made and questioned whether elements linked to exiled groups could be involved. He provided no evidence or documents to support the claim.

The post, which has since drawn widespread reactions online, fueled debate about security and governance. Ugandan officials have not officially confirmed any arrest of Kandiho in connection to this case.

Exiled former Rwandan general Kayumba Nyamwasa, who lives in South Africa, responded to the developments saying: “We will fight for justice and truth will come out.” He said the case highlights broader concerns over accountability.

REGIONAL CONTEXT: MUSEVENI, TSHISEKEDI, AND CROSS-BORDER TENSIONS:

The case has attracted attention beyond Uganda because of existing regional dynamics.

President Yoweri Museveni of Uganda, President Felix Tshisekedi of the Democratic Republic of Congo, and President Paul Kagame of Rwanda have not issued official statements directly linking the Kabera case to cross-border tensions. There is no direct evidence linking the case to inter-state relations.

However, analysts note the case emerges at a time when:

– Uganda and Rwanda have been working to normalize border trade after years of tension
– Eastern DRC continues to face security challenges involving the M23 group, an issue where Kigali, Kinshasa, and Kampala have differing positions
– President Tshisekedi has been vocal about foreign interference in eastern Congo

Observers stress that diplomatic channels remain active and that regional leaders are monitoring developments.

KEY DETAILS:

– Robert Kabera died earlier this month in Mpigi district
– Police investigation is active, forensic results pending
– HRW calls for independent probe
– Muhoozi X post references Kandiho detention, no evidence provided
– No official statements from Museveni, Kagame, Tshisekedi linking case to regional politics

WHAT’S NEXT:

– Police expected to release preliminary forensic report
– Parliamentary committee may request briefing
– Human rights groups planning monitoring
– EAC ministers meeting on trade harmonization in Nairobi this week
